- 城市級(jí)水環(huán)境技術(shù)組織管理是一個(gè)長期、連續(xù)、協(xié)調(diào)的系統(tǒng)工作,其內(nèi)在運(yùn)行規(guī)律要求水環(huán)境治理決策者對(duì)各環(huán)節(jié)、各子系統(tǒng)、各相關(guān)方具備全過程的技術(shù)協(xié)調(diào)、集成與優(yōu)化能力。然而,由于缺乏基于水力流程的信息復(fù)核機(jī)制和技術(shù)工具使用規(guī)范,缺乏有效的規(guī)劃設(shè)計(jì)模式應(yīng)對(duì)系統(tǒng)的復(fù)雜性與外部不確定性,缺乏具備技術(shù)協(xié)調(diào)與績效管控能力的技術(shù)監(jiān)督主體,缺乏基于特定業(yè)務(wù)場景下信息與業(yè)務(wù)融合管理平臺(tái),導(dǎo)致城市級(jí)水環(huán)境治理局部管理效能較好,而系統(tǒng)整體效能不高。鑒于此,提出了城市級(jí)水環(huán)境治理技術(shù)組織管理范式,以技術(shù)協(xié)調(diào)與績效管控服務(wù)組為主體,建立基于水力流程的信息復(fù)核機(jī)制及技術(shù)工具使用規(guī)范,構(gòu)建基于“數(shù)據(jù)、特征、模型”場景的業(yè)務(wù)管理平臺(tái),推進(jìn)實(shí)施基于系統(tǒng)協(xié)同性與績效評(píng)估的規(guī)劃設(shè)計(jì)與運(yùn)行管理,配合治理決策者協(xié)調(diào)治理系統(tǒng)各環(huán)節(jié)、各子系統(tǒng)與各相關(guān)方的技術(shù)生產(chǎn)關(guān)系,實(shí)現(xiàn)城市級(jí)水環(huán)境治理目標(biāo)可持續(xù)達(dá)標(biāo)。
- Abstract:
- The technical integrated management of urban water system is a long-term, continuous, coordinated work. It requires capabilities of technical coordination, integration and optimization of planning-design-operation in project life cycle of subsystems among multiple agencies. However, in term of urban water management efficiency, part of it is better than the whole. This may be due to the lack of powerful team with capabilities of technical coordination and project performance evaluation, the shortage of mechanism of reviewing data based on hydraulic flow chart and technical tool specification, the scarcity of integration management platform based on scenarios as well as the lack of planning-design framework which can be adapted to uncertainty and complexity of urban water environment system. In view of this, this paper puts forward the framework of technical organization and management of urban water system to realize successful collaboration for integrated management among subsystem, parts, and agencies, and achieve the sustainable productivity of urban water system: take technical coordination & performance control task team as main body, establish review mechanism of integrated data based on hydraulic flow chart and technical tool specification, build scenario operational control platform for integrated management based on data-characteristic-model, and advance the implementation of planning-design framework based on coordination among subsystems and project performance evaluation.
