摘要:- 為推動《“兩減六治三提升”專項(xiàng)行動方案》即“263”專項(xiàng)行動,無錫市開展了水環(huán)境治理專項(xiàng),其中開展的市政雨污水管道檢測“四位一體”工作(測繪、排查、檢測、整改與修復(fù)設(shè)計(jì)),由于其工作環(huán)境的特殊性、工作種類的協(xié)作度要求高等特點(diǎn),對項(xiàng)目管理的要求也較高。如何在“263”專項(xiàng)行動的高度上,縱觀全局,項(xiàng)目落地,找出排水基礎(chǔ)設(shè)施的隱患,制定合理的治理方案,這是對項(xiàng)目管理的考驗(yàn)。以無錫新吳區(qū)雨污水管道檢測的“四位一體”項(xiàng)目及鴻山片區(qū)范圍內(nèi)的“四位一體”工程為例,介紹了“四位一體”項(xiàng)目的管理體系及取得的成效。實(shí)踐表明,“四位一體”項(xiàng)目管理成效明顯,計(jì)劃、組織、領(lǐng)導(dǎo)和控制是其核心,但需根據(jù)具體項(xiàng)目實(shí)際進(jìn)行調(diào)整。

Abstract:-
- To push the campaign “263”, namely the “two reduction, six treatment and three promotion”, the project of water environment treatment has been developed in Wuxi. The “four-in-one” project(including mapping, investigation, detection, and restoration design)of municipal wastewater and rainwater pipe demanded high level of management due to the characteristics of its particularity work environment and high requirement of collaborations.It was a test for the management of this project to find the potential problems and determine the proper solutions according to the general view on the standard plan of “263”. Take the “four-in-one” project for the detection of rainwater and wastewater pipe in Xinwu district and “four-in-one” project implementation in Hongshan district for example, the system and success that achieved in the management of the “four-in-one” project were discussed in this paper. As a result, the management of the “four-in-one” project has been proven to be successful, and the planning, organization, leading and controlling were the core of the management which should be adjusted according to the actual project.
