一、項(xiàng)目?jī)?nèi)容及規(guī)模：建設(shè)日產(chǎn)5萬(wàn)噸規(guī)模的市第二自來(lái)水廠

二、項(xiàng)目建設(shè)條件及前期工作情況：市自來(lái)水公司1987年10月正式向城區(qū)供水，經(jīng)二期擴(kuò)建后設(shè)計(jì)供水能力為5萬(wàn)噸／日，但實(shí)際日供水能力4萬(wàn)噸／日不到。按照城市用水量綜合計(jì)算，耒陽(yáng)市城區(qū)36萬(wàn)人口再加上部分工商業(yè)用水，自來(lái)水生產(chǎn)規(guī)模至少應(yīng)達(dá)到15萬(wàn)噸／日才能滿(mǎn)足需要。此外，東江地區(qū)為耒陽(yáng)市工業(yè)區(qū)，該區(qū)隔耒河與市區(qū)對(duì)峙，隨著城市建設(shè)的飛速發(fā)展，該區(qū)大型企業(yè)及合資、私營(yíng)個(gè)體企業(yè)迅速增加，人口增長(zhǎng)也很快，但用水卻極為困難，嚴(yán)重制約著生產(chǎn)與經(jīng)濟(jì)的發(fā)展。該區(qū)有豐富的水資源，耒水河環(huán)繞該區(qū)而過(guò)，水質(zhì)優(yōu)良、水量充沛。目前，該項(xiàng)目已完成初步規(guī)劃設(shè)計(jì)、選址、可行性研究報(bào)告的編制，并經(jīng)衡陽(yáng)市計(jì)委以衡計(jì)投（2003）01號(hào)文件批準(zhǔn)立項(xiàng)。

三、投資總額：5000萬(wàn)元（不含城市供水管道）。其中固定資產(chǎn)投資4500萬(wàn)元，流動(dòng)資金

500萬(wàn)元。

四、擬合作方式：合資、合作、獨(dú)資均可

五、擬合作期限：15年

六、經(jīng)濟(jì)效益：預(yù)計(jì)年產(chǎn)值可達(dá)2000萬(wàn)元，可上繳稅金120萬(wàn)元，投資可在10年內(nèi)全部收回。

1、Project Content and Scale: Constructing the Second Water Factory in Leiyang for daily production of 50,000 tons;

2、Project Construction Condition and Earlier Period Work: The city water company started to supply water in October 1987. It designed to supply 50,000 tons per day by the second expansion, but actually is 40,000 tons. Integrated urban water consumption in accordance with the terms of 300,000 population and water using in commercial and industry, the water output should at least reach 150,000 tons per day to meet the need. In addition, Dongjiang, Separating from the urban by Leishui River, is the industrial zone of Leiyang. With the rapid development of urban construction, large enterprises and joint ventures, private enterprises as well as the population of this area increased rapidly , but the water is extremely shorten that seriously constraints in production and economic development. The area is rich in water resources. Lei River, with high quality and proficient water surround it. Until now, it has completed the preliminary design, site selection and feasibility study report. Hengyang Planning Commission has approved and initiated the project according to NO.1 (2003) document.
