摘要:為促進(jìn)污水系統(tǒng)提質(zhì)增效、水環(huán)境質(zhì)量提升、污泥及餐廚垃圾資源化處理處置工作,以摸清本底為基礎(chǔ),以現(xiàn)狀問題為導(dǎo)向,以總體規(guī)劃為龍頭,以污染物總量控制為依據(jù),以“流域統(tǒng)籌、區(qū)域協(xié)調(diào)、系統(tǒng)治理、標(biāo)本兼治”為總體思路,遵循“一個(gè)城鎮(zhèn)、一個(gè)主體、一種模式”原則,開展了九江市中心城區(qū)水環(huán)境系統(tǒng)綜合治理二期PPP項(xiàng)目建設(shè)和運(yùn)營(yíng)。該項(xiàng)目總投資為56.85億元,污染物控制及水環(huán)境治理取得顯著成效,構(gòu)建了廠網(wǎng)河(湖)岸一體、泥水并重、資源能源回收、建設(shè)養(yǎng)護(hù)全周期等水環(huán)境綜合治理新模式,有利于共抓長(zhǎng)江大保護(hù)事業(yè)順利推進(jìn)。
Abstract:In order to promote the quality and efficiency of sewage system, the quality of water environment, and the treatment and disposal of sludge and kitchen waste, based on a thorough understanding of the background, guided by the current problems, led by the overall planning, based on the total amount of pollutants control, the phase Ⅱ PPP project for the comprehensive treatment of water environment system in the central urban area of Jiujiang was constructed and operated, taking the overall idea of “basin overall planning, regional coordination, systematic treatment, and treating both symptoms and root causes”, following the principle of “one town, one main body, one mode”. With a total investment of 5.685 billion yuan, the project has achieved remarkable results in pollutant control and water environment treatment, and established a new comprehensive water environment treatment mode of “integrating the plant, network, river (lake) and bank”, “emphasizing both sludge and water”, resource and energy recovery, and the whole cycle of construction and maintenance, which is conducive to the smooth progress of the cause of jointly seizing the great protection of Yangtze River.
