摘要:- 天津生態(tài)城在10年建設(shè)和發(fā)展過程中,通過借鑒新加坡經(jīng)驗(yàn)并因地制宜,在水治理標(biāo)準(zhǔn)化體系構(gòu)建、水安全保障、水環(huán)境改善和水資源優(yōu)化等方面進(jìn)行了有益探索。制定了《安全供水與應(yīng)急導(dǎo)則》《節(jié)水導(dǎo)則》和《非傳統(tǒng)水資源管理利用導(dǎo)則》,在全國率先建立了《中新天津生態(tài)城指標(biāo)體系》,形成《中新天津生態(tài)城水務(wù)管理導(dǎo)則》體系;治理2.56 km2的污水庫存量污染,實(shí)施匯水分區(qū)并保證透水性地面不少于45%等低影響開發(fā)策略,建立供水監(jiān)測機(jī)制,以保障水安全;提升污水排放標(biāo)準(zhǔn)以滿足生態(tài)補(bǔ)水水質(zhì)水量需求,強(qiáng)化入河徑流生態(tài)凈化,進(jìn)行水體連通循環(huán),改善水體環(huán)境;開展水量平衡匹配、科學(xué)用水決策,優(yōu)化配置水資源,非傳統(tǒng)水源利用率已超過60%;實(shí)施集水質(zhì)監(jiān)測、處置預(yù)警、應(yīng)急調(diào)度于一體的閉環(huán)式智能化水務(wù)管理。目前天津生態(tài)城已形成了日臻完善的科學(xué)水治理模式,可為其他城市水治理提供參考和借鑒。
Abstract:- During 10 years construction and development of Tianjin Eco city, through drawing lessons from Singapore’s experience and adapting measures to local condition, beneficial explorations on the construction of standardization system of water treatment, water security guarantee, improvement of water environment, optimization of water resources and other aspects have been made in Tianjin Eco-city: the Guidelines for Safe Water Supply and Emergency Response Water Saving and Non-traditional Water Resources Management and Utilization were formulated, and The Index System of Sino-Singapore Tianjin Eco-city was first established in China, thus forming the system of Sino-Singapore Tianjin Eco-city Water Management Guidelines.The stock pollution of 2.56 km2 wastewater reservoir was controlled, the catchment area was implemented. Then, the permeable surface was ensured not less than 45% and other relevant low-impact development strategy, and the water supply monitoring mechanism was built to ensure water security. Through upgrading wastewater discharge standards to meet the water quality and quantity of ecological recharge water, strengthening ecological purification of runoff into rivers, connecting water system and promoting water circulation to improve water environment, carrying out water balance matching to increase the science of water application decisions and optimize allocation of water resources, now the utilization rate of non-traditional water resources of Tianjin Eco-city has exceeded 60%. Meanwhile, Tianjin Ecocity implemented a closed-loop intelligent water management system that integrated water quality monitoring, early warning and emergency response. At present, an improving scientific water management model has been formed in Tianjin Ecocity, which can provide reference for other urban water management.
